The investigation takes its analytical point of departure in Habermas' theory of communicative rationality. An empirical study of the school principal function has been carried out through interviews. This showed that school principals are ambivalent in their work. With regard to school development they switch between a desire to develop and a commitment to reproduce. With respect to decentralisation they move between a commitment to be effective and a desire to be democratic. With regard to school management, both professional and administrative interests are met.
